Running an animal shelter involves a lot of cleaning. A lot more cleaning than anyone could possibly imagine. We clean faeces, urine, vomit, blood, saliva, and all kinds of unhygienic messes. We also need to disinfect the towels we use as bedding for those animals that need it, as well as the door mats which we use to keep dirt out of the cat zones. Bleach is the cheapest and one of the most effective disinfectants. We go through a lot of bleach. At an animal shelter, you can never have too much bleach.
